  • ui.popup.disable_autohide = false

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.

Works. But the Library not working to click again to close.

Note that this pref is meant to debug popup menus or inspect CSS properties and isn't normally useful because you need to close all menus yourself. This setting is part of the Browser Toolbox.

Aha. I don't know how was automatically enabled today when i turn up the PC. Strange.
