(I had intended to reply to another thread on this topic but Mozilla Support forces you to start a new thread in order to register)

When Firefox Starts: show my windows and tabs from last time.

No setting change - either in Preferences or in about:config - changes the behaviour of Firefox to restore tabs from previous sessions.

Options I have seen suggested:

  • Create a new profile to test it out
  • Uninstall Firefox and reinstall
  • Delete sessionstore (?) files in your profile folder

Yes I am.

I've reset Firefox to default and that seems to have cleared it.

Are you closing the Firefox application via "Firefox > Quit" while those tabs and windows are still open?

If you first close the window that you want to restore and still have the menu bar visible then you won't get the tabs reopening the next time (History > Recently Closed Tabs/Windows might work).
