Have been getting Pop-ups opening in new windows the past 2-3 days, why and how to stop it?

Have recently (past 2 or 3 days) started getting Pop-ups opening in a New Window (not tab) when clicking on links within loaded pages (i.e. eBay). Settings have been checked and Pop-ups are Blocked, so I am at a loss as to how to stop this from happening. Any suggestions would be greatly appreciated. Thanks
