cannot download 7z file

I cilcked the link "OOO_133_Complete.7z" http://planetelderscrolls.gamespy.com/fms/Download.php?id=61277 firefox opened 7z file in a new tab as a texe file,even after i have set to download it in the option menu . I'v tried "save link as" method,firefox cann't download it completely,nor determine the file size.

That is because the server isn't configured correctly and sends the file as text/plain.
That causes Firefox to open the file in a tab instead of downloading the file.
You should be able to use "Save Link as" in the right-click context menu or hold down the Alt key and left-click to get a download dialog.
The server also doesn't send a content length, so Firefox doesn't know that the file size is 13 MB as written on the download page.

Thank you for you reply. I use IE9,which can handle these "bad" links correctly.
