I loaded down a Program. When I opened the download Dir under Firefox I can see the downloaded File (with time of download). But the entry of Open is not active and therefore I can´t start the installation of the program. I have admin rights.

You can not run executable files from within Firefox, this is a security measure to prevent the spread of viruses. Once downloaded you can run the file from Windows Explorer.

If you want the option to run executable files from Firefox you can use the OpenDownload add-on.
