when displaying a Thunderbird Folder, sometimes it has the "Header" allowing reply, forward, Junk etc. At other Times it only gives the Options to Archive or Delete. How do I change the Settings to set it for the standard "Reply, Forward" etc.

Hello

do you use threaded view ? if yes, it's the normal behaviour when the 'head' of a thread is displayed, you can't reply to a mass of email, only to a specific one. If it's the case, displaying (expanding) the thread allows to reply an individual mail.
