I had to reinstall Windows 10 so now my PC has a different device ID than before. My "old" device ID is listed in my account and was sync'd right before the windows crash. How can I get the sync'd bookmarks from my previous device ID to sync over to my new Device ID?

Sync is not a backup solution, it syncs between your devices. If you have another device running Firefox, then it will copy your data between those two devices.
