You installed Chris Pederick's Web Developer Toolbar extension?

To toggle which toolbars are showing, you can do this:

tap the Alt key > View menu > Toolbars > Web Developer Toolbar

(Note: You posted using Chrome, but I am answering in relation to Firefox)
