The FDA require us to configure the firewall to allow connection to IP address 150.148.128.23 on Port 3080 Please advise steps to achieve this.

You need Java 6 U10 or higher to have the Next Generation plugin for Firefox 3.0+ versions.

Java1.5.0_22 isn't compatible with "modern" versions of Firefox.
You might find it easier to use a different browser for your FDA work than to work around the Java issue.
As for your firewall, unless you notice that connections are blocked, your firewall probably is configured to allow all outbound connections and doesn't need any changes. If it is blocked, then you may want to consult the maker of your firewall software/hardware for instructions.
