Why does Firefox continue to block all popups even tho I disabled popups?

Even though I have disabled FireFox pop-up blocker in Tools, Options, content FireFox blocks EVERY pop-up or site redirect. The only other thing is that quit often I get an error message when I try to open FireFox. It works properly the second or third time. Also blocks site when a site redirects to another site.

Do you have a firewall or other security software that can block pop-ups?
