PC has been reset back to windows 10. How to set up bookmark bar ? Before was easy to show up (bookmark) or hide it. Now the page going itself , can NOT put back bookmark bar, can't find any point to show up bookmark bar with 700 + saved site address. Thank You for help.

Do you still see bookmarks in the Bookmarks Toolbar folder if you check this in the Bookmarks Manager (Library; Ctrl+Shift+O) or in the sidebar (Ctrl+B)? Did you backup your personal data before downgrading your OS?

You can check if you have the C:\Windows.old folder with your Firefox profile data.
