Language packs affect the menus and other interface items, but not spell checking. Install dictionaries from here and set the options in Tools/Options/Composition/Spelling.

For example:

Right-click the Download Now button, Save Link As.., then in TB Tools/Add-ons/Dictionaries, click the gear icon, Install add-on from file..., select the downloaded xpi file.
