I don't know about the clock format. I suspect that is determined by the language chosen.

As to the calendar, does outlook.com support the CalDav format? If so, you can sync the calendar app with it. If not, then you can't sync the calendar. As of v2.0 Firefox OS supports these calendar formats: Google, Yahoo! and generic CalDav.
