I have not found a definitive answer, but this may be due to the original planned release date for beta 3.

Beta 3 was originally planned to be released on August 6th, but has been delayed for a few days (currently scheduled for 11th-12th). The feedback system may have been setup to stop feedback from beta 2 from 6th August when beta 3 was originally planned for release.

You may not have to wait long. There is conflicting info about the release date. One page states estimated for 11th-12th August, but the builds page that gives details about the preparations for the release state August 9th, 1500 PDT

There is a way around this to be able to provide feedback but I do not recommend using it. It involves identifying your current version as beta 3, but that could result in misleading feedback being given. You may report an issue that you have with beta 2 that has been fixed/changed in beta 3, but the feedback system will show you as having the problem in beta 3.

The happy or sad button is not available. Conduit button is not available. LastPass Button is not available. I checked to see if they were checked to show and they are.

I'm using the latest Beta 4.0b7 and it still tells me that I need to download the latest when I click the happy/sad feedback button.

Beta 8 has now been released. Updating to beta 8 should let you submit feedback.

I'm having the same problem...can't provide feedback for Beta 4.0b12. It gives me a "download the latest version..." message. If I can't provide Happy or Sad feedback, then what's the point!
