What is the dotted circle on the top left corner below the address bar in Reader View?

The question basically describes it well. But the thing is this circle is not clickable. Nothing happens when I click, I guess its some sort of indicator or something. Only once when I clicked it, it filled blue and I clicked again and it was back and I could repeat it. But it didn’t seem to do anything. What is this for?
