Got it.

(1) Download the following file and move it into your existing chrome folder

https://www.userchrome.org/samples/userChrome-tabs_on_bottom_Fx65.css

(2) Delete your existing userChrome.css file

(3) Rename the userChrome-tabs_on_bottom_Fx65.css file to just userChrome.css

Windows: You can right-click the file, then Rename, then remove the -tabs_on_bottom_Fx65 part from the file name so you end up with exactly userChrome.css and then click away to complete the edit.

The next time you exit Firefox and start it up again, it should discover that file and apply the rules.

If this is about cookies then you can let the cookies expire when you close Firefox to make them session cookies. You can create a cookie allow exception for cookies you want to keep. If you use "Clear history when Firefox closes" then all cookies are removed including cookies with an allow exception.

  • Options/Preferences -> Privacy & Security
    Cookies and Site Data: [ ] "Delete cookies and site data when Firefox is closed"

You can still use "Clear history when Firefox closes" to clear the cache when necessary. I use the latter to ensure that Firefox won't load pages from the cache on the next start and I have to reload the pages when I use restore previous session as startup setting.
