How to make Firefox the default browser in lab environments for all users with active directory?

All computers have windows 7 and are apart of Microsoft Active Directory. We have tried to using batch scripts with command firefox.exe -silent -nosplash -setdefaultbrowser we have tried reg edits and with no success have we been able to make firefox the default browser for all users.

Is there another way to install firefox and hold the default browser setting on each computer without using group policy?
