Make sure that you do not run Firefox in Full Screen mode (press F11 or Fn + F11 to toggle; Mac: Command+Shift+F).
When you are in Full Screen mode, hover the mouse to the top of the screen to make the Navigation Toolbar and Tab bar appear. You can use one of these to leave Full Screen mode:
- press the F11 key
- click the Maximize button at the right end of the Tab bar
- click the Full Screen button in the "3-bar" Firefox menu button drop-down list
- right-click empty space on a toolbar and click "Exit Full Screen Mode"
Try to rename/remove the xulstore.json file in the Firefox profile folder.
You can use this button to go to the current Firefox profile folder:
- Help > Troubleshooting Information > Profile Directory:
Windows: Show Folder; Linux: Open Directory; Mac: Show in Finder - http://kb.mozillazine.org/Profile_folder_-_Firefox

Push the mouse to the bottom of the screen. The taskbar should rise.

Usually that's where you would find the Bookmarks Toolbar, but add-ons also might put a bar in that location.
To turn different bars on and off, you can use one of these methods to show the toolbar list and select the desired bars there:
- right-click a blank spot on the tab bar (or the "+" button)
- tap the Alt key to activate the classic menu bar > View > Toolbars
- in Customize mode > Show/Hide Toolbars (see: Customize Firefox controls, buttons and toolbars)
To turn on the Bookmarks Toolbar, Menu Bar, or an add-on toolbar, click it on the list.
If it's just not there, you may need to reinstall an add-on.
More generally, did your Firefox data survive the trip from Windows 7 to Windows 10 and back again?

Of course I asked the WRONG QUESTION !!
As jscher2000 pointed out the task bar is not normally below the address bar - I should have asked "where has the bookmarks toolbar" gone? I'm afraid that at 88 the mind is not always as sharp as it once was!
When I "upgraded" (?) from Win 7 to Win 10 the link between my PC and modem was lost so I could not install Firefox or IE, and when I reinstalled Win 7 the link was still not available. I had to use my Gigabite motherboard installation disc to re-load all drivers. This solved the problem but at the expense of also installing three additional "bars" thanks to Google, Norton etc. By the time I had removed the unwanted programs and reinstalled Firefox I was not thinking clearly, hence my misnaming the bookmarks toolbar.
