Does Firefox have a global certificate authority database that I can import .pem files too using certutil that will hold true for all instances of Firefox on the entire machine instead of just the user?

C:\Users\User1\AppData\Roaming\Mozilla\Firefox\Profiles\xxxxxxxx.default

is the directory that I am currently working in, and this allows me to add a .pem file to the cert8.db for just User1. It would be great if I could do it on the Local System level.
