You can no longer do that via the user interface, but you need to check the related pref on the about:config page.
The javascript.enabled pref should be true on the about:config page to enable JavaScript.
You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.

Any way to add that?
hi kabirbd2, the quickjava extension that cor-el has recommended above allows you to put a toggle button for javascript onto the toolbar. there's also this addon that is adding the checkbox back into the options menu: https://addons.mozilla.org/firefox/addon/settingsanity/
