Can fierfox keep a web site from loading? Behind current window?

I am at one web site, I click on a link and it takes to another part of this site. THEN... Behind the this new window a different "web site or web page" pops up. It stays there hidden but I can see it behind. It also sends me a cookie, even though I did not go to that site, and I have selected in my Firefox preferences not to accept cookies from sites I do not visit.
