You don't need a phone number in order to sync devices. The message that you are likely seeing will simply send you a text message (SMS message) with a link to download Firefox.
On Android, you can get the Firefox browser from the Google Play Store and you are able to sign up for a Firefox Account (which you will need to use Firefox Sync) without any phone number.
