Firefox 55 is installed on Windows 10 with AMD A8 processor and 16 GB. "Use recommended performance" is disabled. I cannot change the content process limit, Independent from whether "Use hardware acceleration when available" is enabled or disabled. I also restarted the browser with no add-ons. The default=1 could not be changed. Why is this?

You can look at "Multiprocess Windows" to see the current multi-process state.

You can also try to modify the related pref directly on the about:config page.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
