Why does copy outer html not get components inside iframes?

When I go to a page that contains iframes, select an element on the page that is INSIDE the iframe, click "inspect element", then scroll to the top and select "copy outer html", only the contents of the immediate page is copied (the contents of the iframe is not copied). If I scroll down to where the iframe is imbedded and copy outer html, it does copy the contents within the iframe.

Is this intentional, or a bug? One work-around is for me to capture both files separately (outer page and contained iframe) and join them myself, but is there an easier work-around?
