Importing bookmarks from httml file not working

I exported all my bookmarks from my laptop to an external hdd , the file is in html format. when i go to import bookmarks and choose file nothing happens and the bookmakrs do not import.

The other option i have is that on my iphone i have firefox home with all the bookmarks , are you able to export bookmarks from this device to then import into pc  ?
