
On-screen keyboard is switched off automatically when the focus leaves a text field

I'm using Firefox 61.0 on a Windows 8.1 tablet with no physical keyboard attached. And I would like the on-screen keyboard to stay visible all the time, no matter what. So I went to about:config and had ui.osk.enabled set to false, as was suggested by other support threads here. That stopped the on-screen keyboard from popping up automatically every time a text input field received the focus. That's good, but only halfway. The problem is that the keyboard is still switched off every time I move from a text input field to some other place.
For example, imagine me opening a new tab and typing "support.mozilla.org" in the address bar. As soon as I hit 'Enter' the on-screen keyboard would disappear and I will be forced to turn it on again. That's very annoying because I need the keyboard on most of the time.
What should I do to prevent Firefox from meddling with the on-screen keyboard?
