can not set up filter in gmail. it won't go to 2nd page

When I try to set up a filter in Gmail, the first page works fine. I fill in the criteria I want to filter (the search options) then click on "create filter with this search." It's supposed to take me to a second screen where I tell it what to do with an email that meets the criteria. (It works in Chrome) Instead it just warns me that the filter has not been saved. I have Adblock Plus installed but disabled it for mail.google.com so I don't think that's the issue. Thanks.
