I want to change download location everytime when I download something , chooesd "always ask me whiere to save" didin't change the directly download location

JUST like the title said , I want to change the download location by manual , when I download something there always gonna aks me where to save my file? I already selected "Save files to". But now it still automatically download in the folder . I can't choose the download location.
