NEVER REMEMBER HISTORY will not save, but defaults back to Use Custom Settings for History. Why? Contacted you before, info received was not useful.

This is the second time I've asked for help with this same problem. The info received from you was not useful. How do I save NEVER REMEMBER HISTORY so that it does not default to CUSTOM SETTINGS FOR HISTORY? I have refreshed Firefox, but once I set up the Menu Bar and Bookmarks, security settings are back to custom settings for history. What can be done about this? What does Shockwave Flash 27.0 r0 have to do with this?
