Why does Firefox keep operating and using CPU time for considerable period after being "closed" - and also thus "unavailable" to start a new browsing session?

Very often when I close the browser I find later when I want to start a new session that it is "unavailable" as other "session" still running... If I look at taskmanager I see firefox.exe is busy and using a lot of CPU... What is it doing? Is that normal? It is at least very inconvenient as I have to shut firefox down ("end program") in taskmanager before I can start a new firefox session...
