Cannot enable/disable themes

Clicking "Enable" in the "Manage Your Themes" area seems to do nothing. I've tried clicking both buttons in the screenshot shown below and nothing happens at all. If I click the theme itself it takes me to another screen where the "Enable" button is also broken. 

What could be causing this?  How can I change to Dark theme?
