I'm trying to install Firefox on our terminal servers (server 2012r2), installing from admin account for non admin users. It installs fine, but when a user opens the shortcut, they get an error stating "administrator has blocked you from running this app". The same error presents if i try to run it from the administrator account as well. If i right click and run as admin it launches correctly, however this isn't possible from a non admin account as you get a prompt for credentials.

I've checked the following

1. shortcut and exe are not running in compatibility mode

2. shortcut and exe are not set to run as admin

3. users have full access to install directory

4. AV isn't blocking FF
