Disable Side Scrolling to go Back and Forward

Scrolling was changed in recent update to where you would go back a page if you were already all the way to the right and still scrolling right. This also occurs if I'm moused over a video player and scrolling right, even if I'm not all the way right on the page. Is there a way to disable this functionality, maybe through config files? Ideally, I'd be able to disable it only when moused over a video, because it prevents me from panning if I'm zoomed into a video. I don't mind it otherwise. Thank you.
