Firefox not detecting my plugin if MOZ_PLUGIN_PATH is a system environment variable but a user environment variable already exists

I want to set MOZ_PLUGIN_PATH as a system environment variable so that all users have access to my plugin installed in C:\Users\Default\AppData\LocalLow\TigerLogic..

However, if MOZ_PLUGIN_PATH is already set as a user environment variable, even if it empty, Firefox does not recognise my plugins.
