Unable to move the page reload button

After some update I lose the ability to move the reload button.

It is now located on the right of the address bar for some unknown reason, and while the "Customize" mode is active it is just greyed out and not movable.

I've used Firefox for 8 years, and reload button was always on the left side of an address bar, and now I have no idea what happened with it. How can I move it back?

Oh and please don't mention the Classic Theme Restorer, I don't need another addon, already have too many. Relocating buttons is a very basic browser function and should not require any third-party addons.
