Can't open multiple PDF Files

I am on a web site that has links to several PDF files. I right click on the first file then open in a new tab. It opens and I read it, then close the tab. Now I click on the second PDF and even thought the title bar has the new file name, the original file opens. I close and try several files, all open the original file. I clear the cache and that does not help. I think maybe the web site misnamed the files and there is only one file with multiple names. I try another web site with several PDF files with the same results. I close FF and then reopen it. I go to the original web site and click on the second PDF link and it works. Now once again any link points to that file.

It appears that the first PDF file is a cache somewhere and the only way to clear it is to close FF.
