Restarting FF after safe mode reopens old tabs

1. Have one (or more) tabs open in normal (not private) mode and close FF 2. Right-click on FF shortcut and select "Enter private browsing" 3. Close FF (after browsing or whatever in private mode) 4. Open FF normally and it re-opens the last tab(s) that were present from step 1.

I have FF set up to not reopen tabs, to not ask if closing multiple tabs but remember history.

This is a minor bug but a privacy concern as anyone can effectively see the last pages I had opened.
