I have Windows 10 Pro 22H2 19045.3803. I am running two monitors. When I have many Firefox browsers open on both screens, reboot and restore previous session, the browsers all open in what ever monitor the initial browser was opened on. I haven't tried it with other browsers. All other applications open in whichever monitor they were in on reboot.

This might be fixed already in version 122 currently in Beta (Bug 1863692). You can test for yourself by installing the latest Nightly.
