Instructions reagrding how to shrink search area on homepage so theme is largest item on page (it's now just a .5 inch slit at the top of the page)

I chose a theme picture for my home page, but only a tiny potion of it appears on my home page because the search box appears in a huge, blank area that I can't figure out how to shrink (there is a drag bar to control the left side of the area, but not the top and bottom). Can the home page be changed so that my theme photo fills the major part of the page so that the search box covers just a small portion of it or, better yet, partially transparent (like the toolbar on the windows 7 homepage)?
