In new PDF edit mode, pen draws and scrolls at the same time

Firefox 106 introduced 'Edit Mode' for PDF viewer, which includes a Draw mode.

Trying it with a Huion drawing tablet and pen, the pen scrolls at the same time as it draws, making it so I can only draw vertical lines.

Disabling Windows Ink feature in tablet settings prevents this, but then the drawing quality goes way down, making it a non-solution.

A possible viable solution would be a setting to stop Windows Ink devices from scrolling pages, is there such a thing?

Alternatively, this may be a bug. It makes little sense for one device to draw and scroll at the same time. A solution will be to fix it so enabling PDF Draw mode will disable scroll by touch gestures, so touch only draws instead.
