How do i stop "services.sync.engine.prefs.modified" from setting itself to "false" after every sync?

I'm on firefox 57 and just made a bunch of changes, in about:config, that I want synced. I made the proper "services.sync.prefs.<setting>" booleans, but they're not being synced.

I believe it's because "services.sync.engine.prefs.modified" is set to "false". So, I tried setting it to "true". However, every time firefox syncs, it just sets "services.sync.engine.prefs.modified" back to "false".

How do i get it to stick to "true".
