If you have lost the menu bar, see menu bar is missing.

If you still have the menu bar, in the View menu select Toolbars, then click on the names of the toolbars to toggle displaying them. If that does not work you will need to reset the toolbars and controls, details of how to do that is shown in the menu bar is missing article.
