Filter sends new mail to the wrong folder

Thunderbird sends my incoming mail to the wrong folder, even when I delete the filter for the wrong folder and delete and recreate a filter for the right folder. I have a folder for my wife, but her emails don't go to her folder. Instead they go to a folder I created for e-bills. I deleted the filter for the e-bill folder so NOTHING should go to the e-bills folder. Even with a new filter for my wife, her mail goes to the e-bill folder.
