why i canot create a new file under Mozilla folder

On a win 2008 server, firefox and other mozilla products are not installed on it. I created a new folder named Mozilla, but i cannot add new file under this folder. After changing this folder name to others, i can add the file successfully. And other name folders work properly.

i don't know if any others have the same issue and how to fix it. it is so weird and has troubled me for a long time.

Solution choisie

i found that it causes by the entivirus software. After deleteing the antivirus software, then cleanning up the rigestry item, it was fixed.
