Yes, in order to publish your X-Ray Goggles project, you'll need to create a learning.mozilla.org account. To create such an account simply click on learning.mozilla.org. On the page that opens click on "Sign Up" in the top-left corner, just below the Mozilla logo and enter your username, an email address and a password.
Note: Users aged 13 years and up can also create teach.mozilla.org accounts, though adolescents (13 to 17 years of age) need parental consent and supervision.
