Running the very latest version of Firefox. New tab open completely blank, and there is no gear icon, thus no way to set parameters. I restarted in safe mode, with no add-ons, and it didn't help.

hi, please try this: enter about:config into the firefox address bar (confirm the info message in case it shows up) & search for the preference named browser.newtabpage.enabled - right-click and reset that entry to the default value.
