I am trying to import bookmarks, the instructions say to click on the Library icon - doesn't exist - or open settings and click on the Library icon - still doesn't exist. I am on an android device

You will need to move the bookmarks across on a desktop computer to Firefox, before using Firefox Sync to bring them to your Android device.
