I don't believe that there is a russian keyboard for Firefox OS at this moment yet. However, your patience is appreciated and your feedback can be dropped into http://input.mozilla.com/feedback

I also created a bug ticket #1004711 to track this issue, and see if there are plans to add a Russian keyboard to future releases.

To give an update on this issue, here is the latest information I have:
"Indeed the current eBay Open C doesn't come with root privilege. Now ZTE is going to put an engineering build on their website for users to download and flash."
