Scrolling acceleration and inertia doesn't work

No acceleration and inertia effect on scrolling pages. I can't push a page to scroll up or down. Page stops just after I detach the finger. However scrolling works as it should on History tab.

I try to changt "friction" settings in about:config and Import prefs.js from another phone. This didn't solved a problem.

Also Install button on userstyles.org doesnt work - it should install a theme for the Stylish (add-on). But nothing heppens. [Lenovo Sisley S90 Android 4.4.4]
