'SOLVED: Multiple GPO's and approved program lists.'

Get "This operation has been cancelled due to restrictions...". The problem is, no GPO's or LPO's I can find are restricting this program. Permission to read and execute Firefox given to "everyone".

There can be a number of GPO's governing this behavior. The one that has precedence needs to be edited as follows:

Edit Terminal Services GPO for that server.

Navigate to: 

 User Configuration
   Policies
     Administrative Templates
       System
         Run only specified Windows applications

Add item (executable name, i.e., firefox.exe) to the list.
